RDA and NADRA Collaborate on Biometric Verification for Property Transfers

In a significant move towards enhancing transparency and streamlining property transactions, the Rawalpindi Development Authority (RDA) has partnered with the National Database and Registration Authority (NADRA) to implement biometric verification services for property transfers. This agreement was finalized during a meeting chaired by Commissioner Rawalpindi Division Liaquat Ali Chatha.

Enhancing Property Transfer Processes

The integration of biometric verification into property transfer procedures is expected to bring several benefits, including:

  • Ensuring the authenticity of property transfers and preventing fraudulent transactions
  • Simplifying the process for property buyers and sellers
  • Protecting property rights and safeguarding investments

Streamlining Operations with E-filing and Office Automation

Furthermore, the RDA’s governing body approved a Memorandum of Understanding (MoU) with the Punjab Information Technology Board (PITB) for the implementation of the e-filing and office automation system (EFOAS). This initiative aims to digitize the RDA’s operations, introducing mandatory biometric verifications for all property transactions.

EFOAS: A Path to Efficiency and Transparency

The EFOAS is envisioned to play a crucial role in:

  • Efficiently managing daily official tasks
  • Transitioning to a paperless office environment
  • Providing 24/7 digital access to all correspondence

Revenue Generation and Regulatory Compliance

The meeting also addressed the reserve prices of billboards and the RDA parking plaza, as determined by the price assessment committee. The RDA anticipates a 100% increase in its revenue generation through these measures.

Additionally, the meeting acknowledged a recent decision by the Capital Development Authority (CDA) regarding the processing of housing schemes and commercial buildings located within Islamabad’s limits. As per this decision, the CDA will handle the processing of these projects.

Commitment to Transparency and Efficiency

The RDA’s decision to refund fees collected for building plans currently under review demonstrates its commitment to transparency and accountability.

Overall, the RDA’s collaborative efforts with NADRA and PITB reflect a commitment to modernization, efficiency, and transparency in its operations. These initiatives are expected to enhance property transfer processes, streamline administrative functions, and improve public service delivery.
